Social Enterprise Roadmap

In November 2025, the Queensland Impact Investing and Social Enterprise Roadmap was officially released, setting out a long-term vision to grow Queensland’s social enterprise sector and unlock greater impact investment across the state.

Released by theQueensland Queensland the Roadmap signals a significant shift toward recognising social enterprise and impact investing as core contributors to Queensland’s economic, social and environmental outcomes.

The Roadmap outlines clear priorities to:

  • strengthen the social enterprise ecosystem

  • improve access to capital and impact investment

  • support job creation and inclusive economic participation

  • embed social and environmental outcomes across procurement, policy and investment decisions

For Queensland’s social enterprises, this represents an important step toward more coordinated policy settings, improved funding pathways, and greater recognition of the role purpose-led business plays in addressing complex challenges across communities and regions.

Adele Laughton, CEO of the Queensland Social Enterprise Council, said the Roadmap provides an important foundation for long-term sector growth.

“This Roadmap recognises the vital role social enterprises and impact investing play in delivering inclusive economic growth for Queensland. The focus now must be on implementation — ensuring enterprises across the state can access opportunities, capital and procurement pathways that enable them to scale their impact.”
